The Short Answer
No. In Ohio a licensed scrap buyer needs the certificate of title in the seller's name, signed over at the sale. There is no owner-side no-title or derelict-vehicle route for private sellers here, so any site telling you otherwise is either not licensed or not in Ohio. We do not buy a car without its title, and we are not sorry about that, because it is what keeps a stolen car from getting shredded.
What you can do is replace a lost title quickly. That is the whole trick, and it usually takes one visit.
How to Replace a Lost Ohio Title in Cuyahoga County
Fill out BMV form 3774, the Application for Certificate of Title to a Motor Vehicle, and take it to a Cuyahoga County Clerk of Courts Auto Title office with a photo ID and the VIN or plate number. The state duplicate fee is $15; the county may add a small charge. Most sellers leave with the duplicate the same visit.
Offices: downtown at 2079 E. 9th St., third floor; Parma at 12100 Snow Road; Bedford at 22121 Rockside Road; North Olmsted at 27029 Brookpark Extension. Check the hours before you go, they differ by branch.
If an old lien still prints on the record, the lender has to release it before a duplicate issues. Call the lender's title department, ask for a lien release letter, and bring it with the 3774.
Then Sell the Car
Once the duplicate is in your hand, call (216) 877-5003 with the year, make, model and what is wrong with it. You get a number on the call, a free tow anywhere in Cuyahoga County, and payment at the curb when you sign the title over.
